Senator Rubio recently conveyed the United States government’s position to the President of Panama, stating that the US believes China poses a threat to the Panama Canal. The State Department summarized the meeting, indicating that Rubio informed Mulino that President Trump views the current situation in the canal as „unacceptable,” and that if immediate changes are not made, the US will be compelled to take necessary measures to protect its rights under the US-Panama treaty.
Following the Sunday meeting, Mulino emphasized the sovereignty of the Panama Canal, stating that it is operated by Panama and will remain so. He dismissed any doubts regarding Panama’s sovereignty, emphasizing that there is no issue in question. Mulino also hinted at the possibility of prematurely terminating the agreement with China regarding participation in the Belt and Road Initiative, which Panama joined in 2018 under the previous president, Juan Carlos Varela. He noted that audits of ports on both sides of the Panama Canal owned by a Chinese company are currently underway. Additionally, Mulino offered to accept deportees from the US from countries other than Panama, but stressed that America would have to pay for the service.
„We have presented the possibility for our technical teams to clarify all necessary steps,” Mulino stated.
In light of President Trump’s recent remarks, suggesting that Panama had violated an agreement regarding the transfer of the Panama Canal, Mulino reiterated Panama’s commitment to upholding its sovereignty and control over the waterway. Trump’s assertion that the US will „reclaim” the Panama Canal has generated tension and uncertainty regarding the future of the strategic waterway.
The discussions in Panama marked the first leg of the new Secretary of State’s first foreign visit. In the coming days, Rubio will visit other countries in Central America, including El Salvador, Costa Rica, Guatemala, and the Dominican Republic, as part of his diplomatic tour to strengthen ties and address regional challenges.
