Swedish Guide for War Preparedness

The Swedish authorities have started sending out brochures to over 5 million households this week with advice on how to prepare for war or crisis. The updated guide emphasizes preparing for war, including how to evacuate and protect against air attacks. For the first time, it is emphasized that one should be prepared to be without external assistance for at least a week.

The Finnish government has updated its website with instructions on how to behave in times of crisis. The guide is not in paper form, as explained by the Ministry of the Interior, sending a booklet to every household in Finland would cost millions of euros.

How to Prepare for War?

The instructions recommend, among other things, gathering supplies to survive for 3 days in advance. This includes water, basic food items, cash, and a battery-powered radio. In case of evacuation, „residents should primarily organize transportation and accommodation on their own.” They can go to the countryside, summer houses, or to relatives. State services, on the other hand, should provide public transport and organize temporary accommodation centers for those most in need.

In Poland, the Government Security Center has prepared a material called „Be Ready – a guide for times of crisis and war.” It explains in a simple way how to prepare for functioning in a crisis situation. It also includes information on what should be in an evacuation backpack.

On the State Fire Service website, there is an application called „Shelters” that will lead to the nearest available shelter or hiding place. It will be updated as it often indicates closed facilities.

Law on Civil Protection and Civil Defense

In early November, the Sejm passed the Act on Civil Protection and Civil Defense along with amendments. The law provides for the establishment of a civil protection system that can transform into civil defense.

The structure of the civil protection system will be based, among others, on the structures of the State Fire Service, Volunteer Fire Brigades, State Medical Rescue, and the Emergency Response System. At the central level, the civil protection system will be coordinated by the Minister of the Interior and Administration, supported by the Governmental Team for Civil Protection.

In the event of a state of emergency and during a war, civil protection becomes civil defense. It will aim to protect the civilian population from threats arising from armed actions and their consequences.
