Putin expressed to Steve Witkoff, a special envoy from the USA, during a recent meeting in St. Petersburg that Moscow may relinquish its claims to the territories of four partially occupied Ukrainian regions that remain under Kyiv’s control – sources told the FT. Russia controls parts of the Kherson and Zaporizhia regions but announced the annexation of the entire regions, as well as the Donetsk and Luhansk regions, in the fall of 2022. The Russian annexed Crimea in 2014.
According to sources, since presenting this idea to Witkoff, the USA has started proposing that any future agreement should include recognition by the USA of Russia’s annexation of Crimea.
Is the Kremlin backtracking?
As emphasized by the FT, this is the first official signal from Putin in three years indicating that the Kremlin may retreat from its maximalist war goals. However, European sources maintain that Putin may use this concession as bait to tempt Trump to accept other Russian demands and impose them on Ukraine.
„There is currently a lot of pressure on Kyiv to concede on certain issues so that Trump can announce victory,” said an FT source.
Americans issue an ultimatum
Diplomats from the USA, Ukraine, France, and the UK will meet in London on Wednesday to discuss the war, continuing the discussions from Thursday in Paris. Secretary of State Marco Rubio said after the talks that the United States is ready to walk away from negotiations if there is no progress in the coming days.
In London, the USA will be represented by special envoy for Ukraine, Gen. Keith Kellogg. Rubio will not be present.
White House spokesperson Karoline Leavitt announced that Witkoff will travel to Russia this week to continue discussions with Putin. She added that President Trump is hopeful that the talks this week will move in a „positive direction.”
On Tuesday, Ukrainian President Volodymyr Zelensky said that his country wants a quick and fair peace. He noted, however, that „as soon as we start talking about Crimea, our sovereign territories, etc., we enter a format desired by Russia, which is an extension of the war.”
